\par We, the participants of the Papua New Guinea National Network of Women with Disabilities, representing all 19 Provinces of PNG, having met in Lae, Morobe, PNG from 17 to 19 July 2006, affirm that we represent the voice of PNG women with disabilities,

\par We strongly urge the PNG Government to take action to implement the Convention
 on the Elimination of All Forms of Discrimination Against Women (CEDAW), with particular emphasis on the situation of women with disabilities, and to ratify the Optional Protocol to CEDAW, 
\par 
\par We strongly urge the PNG Government to take action to implement 
the Biwako Millennium Framework for Action towards an Inclusive, Barrier-free and Rights-based Society for Persons with Disabilities in Asia and the Pacific (BMF), to place priority on achieving the targets for women with disabilities, and ensure that the
 issues of women with disabilities are addressed in all priority areas, and included in all strategies,

\par We strongly urge the PNG Government to support the full inclusion of the rights of women with disabilities in each of the substantive Articles, the Prea
mble and Principles, and the inclusion of a specific Article on women with disabilities in the development of the International Convention to Promote and Protect the Rights and Dignity of Persons with Disabilities; and to ratify this Convention once devel
oped,
\par 
\par We further strongly recommend that the following actions be taken:

that the PNG Government review, in consultation with men, women and young people with disability the draft Disability Action Plan to ensure that it is in line with the social model of
 disability and the BMF, and that it takes a rights-based approach to the discrimination and disadvantage faced by women with disability;
\par {\listtext\pard\plain\hich\af0\dbch\af0\loch\f0 2.\tab}that Governments at all levels, women\rquote s organisations, non-government organisations, community based organisations dev
elop measures to support women with disabilities who are subjected to violence and abuse in all its forms, and ensure that issues for women with disabilities are included in all campaigns and programs targeted at ending violence against women;
\par {\listtext\pard\plain\hich\af0\dbch\af0\loch\f0 3.\tab}that Governments at all levels, women\rquote 
s organisations and non-government organisations develop measures to ensure that women with disability receive information, training and services in relation to reproductive health, sexuality, HIV/AIDS, healthy relationships, fami
ly planning and self-esteem;
\par {\listtext\pard\plain\hich\af0\dbch\af0\loch\f0 4.\tab}that Governments at all levels, women\rquote 
s organisations, self-help organisations of people with disability and community rehabilitation organisations ensure that women with disability are included in mainstream women\rquote s leadership
 and skills building programs, included in capacity building partnerships with self-help organisations, and are supported to develop their own leadership training programs;
\par {\listtext\pard\plain\hich\af0\dbch\af0\loch\f0 5.\tab}that Governments at all levels and non-government organisations ensure vocational t
raining includes women with disability with the aim of building capacity to access credit and initiate income generation for independent living;
\par {\listtext\pard\plain\hich\af0\dbch\af0\loch\f0 6.\tab}that the PNG Government implements its \lquote Inclusive education policy\rquote  and ensure that the issues of women with di
sability are incorporated, curriculum is extended from elementary to the tertiary level, and that staff are professionally trained in disability specific skills, such as sign language and Braille; 
\par {\listtext\pard\plain\hich\af0\dbch\af0\loch\f0 7.\tab}that Governments at all levels ensure equal opportunity an
d non-discrimination in employment for women with disability, including adopting special measures, such as an initial 5% quota to increase the numbers of women with disability in government departments;
\par {\listtext\pard\plain\hich\af0\dbch\af0\loch\f0 8.\tab}that Government and non-government organisations extend their community based rehabilitation services, ensuring that the issues of women with disability are included into these services;
\par {\listtext\pard\plain\hich\af0\dbch\af0\loch\f0 9.\tab}that Governments at all levels, women\rquote s organisations and non-government organisations actively include and involve women,
 young women and girls with disability in all consultations, decision-making, planning and review processes that impact on women and girls with disability;
\par {\listtext\pard\plain\hich\af0\dbch\af0\loch\f0 10.\tab}that Governments at all levels include women with disability on mainstream decision-making Boards, such as roads and traffic authorities, National Council of Women, National Training Council;

etworks of people with disability and networks of women with disability;

ocesses that relate to access to public places and transport;
