The Productivity Commission has been asked by the Federal Government to look at the National Disability Insurance Scheme (NDIS) and its costs.

The review is looking at:

  • does the NDIS cost too much now and in the future?
  • can disability supports meet demand as more people want to use them?
  • what kinds of things are making the NDIS more expensive?
  • how does the NDIS work with other services, like health and education?
  • what would make the NDIS cost less or work better?
  • is the NDIS working well for people with disability?
  • what will happen with the NDIS if more people than expected need to use it?

People with disability were central to the development of the NDIS, and it is important for us to have our say now in this review. DPO Australia, which PWDA is part of, will be making an extensive submission. We will also be holding a social media forum to gather views, and you can This email address is being protected from spambots. Have your say

People with disability are strongly encouraged to make a submission to the Productivity Commission. A submission can look at any of the questions from the issues paper (see below or read the issues paper), or about other NDIS matters within the terms of reference.

It is important to tell your story about your experiences with the NDIS. This is your chance to talk about what has been good, and what has been bad, about the NDIS so far. It is also a time to talk about what you think can be done better to make the NDIS work for people with disability.

The review will have several stages.

Issues paper

The Issues Paper has been released by the Productivity Commission. This paper asks lots of questions about different parts of the NDIS and is particularly interested in the bigger issues, rather than on issues to do with the NDIS getting started.

Some of the questions are:

  • Why are more people using the NDIS than we thought there would be?
  • What kinds of things are making people’s support cost more than was expected?
  • Do any changes need to be made to who is eligible for the the NDIS?
  • Is it clear what kinds of supports are the NDIS and what are other services, like health and education?
  • Is the planning process working? What could make it better?
  • What sort of disability supports are included in the NDIS?
  • What do people with disability want from disability workers in the NDIS?
  • What will happen to disability supports for people with disability in rural and remote areas or for people who need very specialist services?
  • Do people with disability have enough information and support to work with the NDIS?
  • Do people with disability have enough say about the running of the NDIS?

More than 150 people with disability will be marching in the 2017 Sydney Gay and Lesbian Mardi Gras on Saturday 4 March.

People with Disability Australia (PWDA), along with the Cerebral Palsy Alliance

(CPA) and Northcott are marching together this year with the National Disability Insurance Agency (NDIA) with the support of Google, the NDIA and the Sydney Gay and Lesbian Mardi Gras. PWDA and CPA have marched together in the Mardi Gras parade for more than a decade, and Northcott has been a partner since 2014.

"We are people with disability, and many of our members identify as LGBTIQA+. We are part of the community, and have participated in the Sydney Gay and Lesbian Mardi Gras for over a decade", said Matthew Bowden, Co-CEO of People with Disability Australia.

"We see our disability and sexuality as a key parts of our identities.

"People with disability have diverse sexualities and gender identities, and need to have access to sexuality and relationship education. We've also advocated for the human rights of people with HIV and AIDS for many years", Mr Bowden said.

The LGBTI Health Alliance reports that 22.7 per cent of people aged 16 and over identify as having a disability or long term health condition, and 58 per cent of transgender people over the age of 18 report having a disability or chronic health condition.

PWDA board member, Jarad Andrew McLoughlin, will be part of the Mardi Gras parade.

"As a proud gay, autistic man, I am excited to be a part of PWDA's Mardi Gras float this year. Marching in the Mardi Gras is a way I can lift the profile of people with disability – demonstrating that we have a right to express our diverse sexualities. We can be openly proud about our sexuality", Mr McLoughlin said.

Alex Dennis will also be part of the float. He wants to show that people with disability should be visible in the LGBTIQA+ community. He felt isolated growing up - with few resources or LGBTIQA+ people to connect with.

"I found growing up it hard to be myself as a gay man with a disability", Mr Dennis said.

"It is important to highlight that yes, we have a disability and do things different to the norm out there but we are here, we are queer and we are not going to be ignored anymore! We need to remember that there are parts of community, like people who are LGBTIQA+ and have a disability and already feel ashamed, scared and really somewhat neglected and we need to change our ways and be inclusive to everyone possible regardless of their age, sexuality, ability or disability", Mr Dennis said. 

The Cerebral Palsy Alliance is committed to supporting its clients who identify as LGBTIQA+. 

"As an organisation, we participate in the Mardi Gras to show we recognise and respect people with disability who are LGBTIQA+", CPA's General Manager Client Services, Jo-Anne Hewitt said. 

"We support people with disability to achieve their goals and to experience full inclusion in their community. The Mardi Gras is an important event for the LGBTIQA+ community and we believe that our clients who identify with that community, and want to attend, have the right and the opportunity to do so", Ms Hewitt said.

People with disability have been involved in decorating the Mardi Gras float and six kilograms of glitter were used!

9 June: 163 Civil Society Organisations call on Prime Minister to announce a Royal Commission into Disability Violence (DPOA)
Disabled People’s Organisations Australia (DPO Australia) along with 163 civil society organisations, and 383 individuals wrote to Prime Minister Turnbull yesterday calling for a Royal Commission into violence and abuse against people with disability, as was recommended by the Senate Inquiry two years ago.

13 May: BUDGET 2014: A mixed bag for disability
People with Disability Australia (PWDA) has welcomed the Budget announcement that the Federal Government intends to roll out the NDIS on time and in full. However, PWDA expressed concerns that thousands under the age of 35 on the Disability Support Pension (DSP) will be medically reassessed and may be moved onto Newstart or Youth Allowance, along with changes to indexation to the DSP that will erode the safety net over time.

1 May: NDIS delay: unacceptable
People with Disability Australia (PWDA) opposes any delay to the full rollout of the National Disability Insurance Scheme (NDIS). We hold grave concerns about the Government’s commitment to the scheme after a delay was recommended in today’s Commission of Audit report. Maurice Blackburn has filed a class action on behalf of more than 40 adults with intellectual and psychosocial disability who were residents of “licenced premises for handicapped people” in Millthorpe, NSW between 2000 and 2011. The action, lodged in the Federal Court of Australia, claims compensation for suffering, false imprisonment and financial losses.

6 March: International Women's Day: DVNSW and PWDA launch project creating disability-inclusive domestic and family violence services 
This Sunday is International Women's Day and to mark the occasion, Domestic Violence NSW Inc. (DVNSW) and People with Disability Australia (PWDA) are launching a toolkit designed to enhance the domestic and family violence sector's response to violence against women with disability. Australian women with disability are 37.3% more at risk of domestic and family violence. In NSW, over 43% of women experiencing personal violence have disability or a long-term illness, meaning that they experience violence at twice the rate of other women.
